Asbestos abatement in South Africa

For factories, warehouses, offices, schools and body corporates.

Asbestos abatement is the planned removal, repair or encapsulation of asbestos in a building, done to the Asbestos Abatement Regulations, 2020. For a workplace it starts with the asbestos inventory the law already requires and ends with a clearance certificate from an approved inspection authority. We take on abatement projects across South Africa: roofs, gutters, ceilings, partitioning, pipe lagging and cladding, removed by registered teams and priced line by line.

What does asbestos abatement mean?

Abatement means reducing exposure to asbestos until it is no longer a risk. Most of the time that is removal, but it can also be repairing or encapsulating material that stays in place for now. The 2020 regulations sort the work by risk:

  • Type 1: removing less than 10 m² of asbestos cement, not repeated on the same site within six months. No registered contractor needed.
  • Type 2: repairing, encapsulating or removing asbestos cement and asbestos insulating board. Roof sheets, gutters, downpipes and ceiling boards sit here.
  • Type 3: removing, repairing or encapsulating any other asbestos, such as friable pipe lagging or sprayed coatings.

Type 2 and Type 3 work need a contractor on the Department of Employment and Labour's register of asbestos contractors, registered for that type.

Which businesses need an abatement project?

Any employer or self-employed person with asbestos on the premises. Regulation 4 requires a competent person to list every asbestos-containing material in an inventory of asbestos in place, kept on site. Since May 2022, building owners with employees on site must also hold a management plan with a phase-out date (regulations 3, 4 and 6). That covers factories, warehouses, offices, schools and body corporates with staff. A private house does not need an inventory.

On a workplace the roof is rarely the only item. Gutters, downpipes, ceilings, partitioning and old pipe lagging all go on the same list, and the abatement plan deals with them together. The survey side is covered under asbestos testing and inspections, and the full list of what to look for is on asbestos-containing materials.

How an asbestos abatement project runs

Seven steps, each with its own paper trail. If a quote leaves one out, ask why.

Breaking the rules is an offence under regulation 25: a fine or up to 12 months' imprisonment, plus R500 a day for a continuing offence.

What does asbestos abatement cost?

For asbestos-cement roofing, stripping and disposal costs R150 to R250 per m² in Gauteng (September 2026, VAT included). A 500 m² factory roof is R75,000 to R125,000 to strip, or R325,000 to R575,000 all in with a new IBR steel roof, allowing for height access, side-cladding, roof lights and working around production.

Pipes, ceilings, partitioning and cladding are priced after a site visit, because access and the type of work set the rate. Outside Gauteng, transport to the nearest licensed landfill is its own line. Every quote is itemised: removal, disposal, air monitoring and the clearance certificate. More detail on asbestos removal cost.

How long does an abatement project take?

A 500 m² factory roof typically takes 4 to 8 weeks including the new roof. The clock starts with the seven days' notice to the Department, so allow for that before any date you promise staff or tenants. A house is about three weeks.

The roof and the rest of the building can be done in one project, so there is one plan of work, one inspection authority and one clearance at the end. For pipes, ceilings and cladding on their own, see asbestos removal for pipes, ceilings and walls.

Questions businesses ask about asbestos abatement

What is asbestos abatement?

Asbestos abatement is the planned removal, repair or encapsulation of asbestos in a building so that people stop being exposed to it. In South Africa it is governed by the Asbestos Abatement Regulations, 2020: a registered contractor, seven days' notice to the Department of Employment and Labour, a plan of work, air monitoring by an approved inspection authority and a clearance certificate at the end.

Is asbestos abatement the same as asbestos removal?

Removal is the most common form of abatement, but not the only one. Abatement also covers repairing or encapsulating asbestos that stays in place. Repairing, encapsulating or removing asbestos cement is Type 2 work; doing the same to any other asbestos, such as friable pipe lagging or sprayed coatings, is Type 3 work. Both need a registered asbestos contractor.

Does my business need an asbestos inventory?

Yes, if you are an employer or self-employed and there is asbestos on the premises. Regulation 4 of the 2020 regulations requires a competent person to list every asbestos-containing material in an inventory of asbestos in place, kept on site. Since May 2022 building owners with employees on site must also hold a management plan with a phase-out date. A private house does not need one.

How much does asbestos abatement cost for a factory roof?

In Gauteng, stripping and disposing of asbestos-cement sheeting costs R150 to R250 per m² (September 2026). For a 500 m² factory that is R75,000 to R125,000 to strip, or R325,000 to R575,000 all in with a new IBR steel roof. Pipes, ceilings and cladding are priced after a site visit, and outside Gauteng transport to the nearest licensed landfill is its own line.

Who signs off an asbestos abatement project?

An approved inspection authority, independent of the removal team. After Type 2 or Type 3 work it inspects the area, samples the air against the clearance indicator of 0.01 fibres per millilitre, checks that all asbestos waste has gone and issues the clearance certificate (regulation 22). The client, the business the work is done for, must obtain it.
