Asbestos inspections in South Africa
Who does them, when you need one, what they cost.
An asbestos inspection is one of two things: an identification — a sample of the suspect material goes to an accredited laboratory for a definitive answer — or a compliance survey, the inventory and risk assessment the 2020 regulations require of workplaces. The inventory is compiled by a competent person; air monitoring and clearance certificates are issued by an approved asbestos inspection authority. There is no published tariff, so the inspector quotes each job on the number of samples and the scope of the report.

When do I need an asbestos inspection?
Four situations, and only one of them is optional.
A workplace with asbestos in it. Since 10 May 2022, any employer or self-employed person with asbestos-containing material on the premises must hold an inventory of asbestos in place, compiled by a competent person and revised at least every 24 months. That covers factories, warehouses, offices, schools and body corporates with staff — a private house does not need one.
Before a removal. An asbestos risk assessment is carried out before the work starts, and the plan of work is co-signed by the client, the registered contractor and the approved inspection authority. The inspection side of a removal is not an extra you choose; it is built into how the job is signed off.
Before solar goes up. Since November 2022, solar panels may not be installed on an asbestos roof, so an installer — or their client — needs certainty about the sheeting before quoting. If the roof is fibre cement from before the 2008 ban, an identification settles it.
When people disagree about a material. Regulation 4(2) is written for exactly this: where there is a dispute over whether a substance contains asbestos, an approved asbestos inspection authority takes the sample and provides the definitive identification.
Who is allowed to do an asbestos inspection?
The 2020 regulations split the roles deliberately.

The separation is the point: the authority that signs the clearance is not the contractor who did the work. You can check any removal firm against the Department's register.
What does an asbestos inspection cost?
There is no published tariff in South Africa, so the inspector or laboratory quotes each job. Four things move the price: how many samples are taken, the laboratory analysis per sample, travel to site, and how much report the job needs.
That makes the spread wide. Identifying one suspect ceiling board is a single sample and a short report. A full workplace survey of a factory means dozens of samples, a walk-through of every building and a management plan at the end — a different job entirely, priced accordingly.
For a removal, the client appoints the approved inspection authority in writing, so its air-monitoring and clearance fee sits alongside the removal quote rather than hiding inside it. When we check a contractor's quote line by line, that is one of the lines we look for.
What do I get at the end?
An identification ends in a laboratory report naming the material and the asbestos type — chrysotile in most South African roof sheeting. A survey ends in the inventory, the risk assessment and the management plan with its phase-out date. And a removal ends in the clearance certificate: a visual inspection, air sampling against the clearance indicator, confirmation the waste is gone, then a written declaration. Keep all of it — the paperwork is what proves the job was done right.
Can I check my roof myself?
You can read the visual signs — the profile, the age of the building, how the surface has weathered — and is my roof asbestos? walks through all of them. They are often enough to raise a strong suspicion.
But the only certain answer is a laboratory test on a sample taken by a competent person, and there is no home test kit an inspector or insurer will accept. Never snap a piece off to look at it: breaking the sheet is what releases the fibres.
Do I need an inspection before selling, before removal, or before installing solar?
Selling: no. No South African law requires an inspection, a report or a new roof before a house is sold. What a seller must do is not hide what they know — the detail is in selling a house with an asbestos roof.
Removal: yes, by design. The risk assessment happens before the work starts, and the approved inspection authority co-signs the plan of work and issues the clearance at the end. You do not arrange it as a separate errand; you appoint the authority in writing and the process carries the inspection inside it.
